Chen Zhiying, male, Han nationality, born in April 1961, from Xintian, Hunan, started his career in September 1977, joined the Communist Party of China in September 1984. He has a master’s degree and graduated with a doctor degree in management(Business Management, Business School, Sun Yat-Sen University).

Since 1977, he has successively worked in the Education Bureau of Hunan Lingling District, the Policy Research Office of the CPC Guangdong Provincial Committee, the General Office of the Guangdong Provincial Government, the CPC Guangdong Provincial Committee, the CPC Guangzhou Huangpu District Committee, and the Guangzhou Development Zone Management Committee. Served as Deputy Secretary-General of the CPC Guangdong Provincial Committee, Secretary of the CPC Huangpu District Committee of Guangzhou City, Secretary of the CPC Working Committee and Director of the Management Committee of Guangzhou Development Zone.

Since January 2017, he has served as a Member of the Standing Committee of the Guangzhou Municipal CPC Committee, Deputy Secretary of the CPC Group of the Guangzhou Municipal People's Government, Executive Deputy Mayor
